공립형 다문화 대안 학교의 가능성에 대한 탐색

The Restrictions and Possibilities of The Public Multi-cultural Alternative School

공립형 다문화 대안 학교의 설립 추진은 많은 논쟁을 낳고 있다. 본 연구는 이 문제를 둘러싼 쟁점들을 확인하고, 공립형 다문화 대안 학교의 한계와 가능성에 대한 탐색을 목적으로 수행되었다. 주요 쟁점은 네 가지로 요약된다. 첫째, 공립형 대안 학교의 설립이 오히려 다문화 학생들의 사회 편입 통로를 막는다.는 주장과 현실적으로 불가피하는 입장, 둘째, 학력인정의 형평성 문제와 현실적 문제, 셋쨰, 막대한 예산 확보 및 배분과 관련된 역차별 문제, 교육과정의 일반성과 특수성의 조화 문제 등이다. 인천광역시에서 최초의 공립형 다문화대안 학교가 설립되면 다른 지방자치단체에도 큰 영향을 줄 것으로 생각되고, 다문화 교육 정책에 대한 국가기관의 적극적 노력이 확대될 것으로 생각된다.

There are many issues about the public multi-cultural alternative school which will be founded by a local government. The purpose of this study is to investigate the issues and consider the restrictions and possibilities. This study presents four issues as follows: 1) on the contrary, the public multi-cultural alternative school prevents multi-cultural students from adapting him/herself to Korea society, 2) it is difficult to approve scholarship of alternative schools as regular school because of being against the principle of equity, 3) on the contrary, this school, received preferential treatment, discriminates against general students, 4) it is difficult to construct curriculum harmonizing speciality and generality. If the public multi-cultural alternative school will be founded successfully by a local government Inchon Metropolitan city, the other local governments will drive to found the public multi-cultural alternative schools. And we expect increasing the budget and policy of multi-cultural education in the dimension of government.
