The National English Ability Test (NEAT) was developed by the Korea Institute for Curriculum and Instruction (KICE) in order to assess both the academic and the practical English skills of Korean high school students. With the introduction of the NEAT, much attention has been paid to direct English speaking and writing instruction and assessment. The direct method has not yet been implemented in a large-scale English speaking and writing test in Korea, so it is important to examine how teachers perceive present English writing instruction and assessment in a classroom context. One hundred and seven English teachers were surveyed and interviewed, and their responses were analyred using both qualitative and quantitative methods. The results indicate that although teachers acknowledge that teaching and assessing English writing skills in preparation for the NEAT is necessary, the negative impacts of the test need to be carefully reconsidered. Based upon the study's results, both pedagogical and political implications are discussed.
