결혼이주여성의 임파워먼트와 다문화 지원기관의 상호작용

Effects of Multicultural Support Centers on Empowerment for Marriage Migrant Women

본 연구는 결혼이주여성은 동화의 대상에 이니라 다문화 사회를 구성하는 주체이어야 한다는 점에서 출발한다. 이를 위해 결혼이주여성의 다양한 차원의 임파워먼트와 다문화지원기관의 특성에 주목하면서 지원기관의 다문화사업과 프로그램이 결혼이주여성의 임파워먼트 유형에 미치는 영혼을 탐색하고자 하였다. 결혼이주여성과 지원기관의 활동가들을 면접한 결과, 임파워먼트 구성모델 가운데 사회·문화적 측면과 심리적 측면에서의 임파워먼트 과정은 각종 프로그램을 통해 적극적으로 제시되고 있는 반면에, 경제적 측면은 욕구에 비해 이를 지원하는 프로그램과 서비스가 상대적으로 부족하며, 정치적 측면과 법적 측면에서의 임파워먼트는 저조한 수준이었다. 지원기관의 특성에 따라 결혼이주여성의 개인적 자긍심과 인권에 대한 임파워먼트가 향상되기도 했으며, 노동에 대한 태도와 경제적 임파워먼트가 강조되었거나, 자조모임 등 이주여성 공동체 활성화를 통해 정치적 임파워먼트가 보다 강화된 사례도 있었다. 이는 결혼이주여성의 임파워먼트에는 다문화 프로그램을 실시하는 지원기관과의 상호작용이 수준별 유형별로 주요한 영향을 미칠 수 있음을 의미한다. 따라서 다문화사업과 프로그램을 실시하는 지원기관은 이주여성이 행위자이자 주체로서·사회통합에 참여할 수 있도록 다문화 사업의 목표와 프로그램 운영방식, 이주여성과의 관계맺음 유형, 집중되는 임파워먼트의 유형 등을 보다 적극적으로 고려하여야 할 것이다.

This study refines the notion of marriage migrant women from that of objects that need to be assimilated into an existing society to foundational "subjects" that help to form a multi-cultural society. By focusing on characteristics of multicultural support centers, the study analyzes the multicultural projects and programs influence on the various types of empowerment. Interviews of marriage migrant women and support center activists revealed that socio-cultural and psychological empowerment is actively provided through the various programs. On the other hand, programming and services for economic empowerment insufficient compared to the needs, and the aspects of political and legal empowerment are at the inactive level. According to the peculiarities of support centers, self-esteem and human rights empowerment of marriage migrant women have increased. There are some cases where attitude towards labor and economic empowerment has increased, and political empowerment has strengthened through community revitalization. This affirms the notion that interaction with support centers that operate multi-cultural programs can influence the marriage migrant women's empowerment by type and at various levels. Therefore, support centers operating multicultural projects and programs should consider following factors; goals and program operation method, building relationships with marriage migrant women, and types of empowerment intended to be focused in order for them to participate in the process of social integration as performers and subjects.
