Discourses on progressive growth in Korea: status and prospects

진보적 성장 담론은 재분배, 인적자본에 대한 공공투자, 사회안전망의 확충이 경제의 양적 성장에도 기여할 수 있다고 보고 소득재분배와 사회복지의 확충이 성장친화적으로 전개될 수 있는 대안들을 제시한다. 이 글은 ‘동반성장론’ 등 최근 진보진영에서 제시된 몇 가지 성장전략을 소개하고 평가한다. 일반적으로 성장정책은 그것이 물적자본의 축적, 인적자본의 축적, 기술진보, 효율성 제고에 어떻게 기여할 할 것인가의 관점에서 평가될 수 있다. 이러한 관점에서 주요 담론들이 현실적으로 유효할 것인가를 비판적으로 검토하고, 나아가 정책의 구체성과 현실성, 그리고 우선순위의 관점에서 개선 방향을 모색한다. 특히, 산업정책, 내수확대책, 중소기업정책, 고용창출정책, 복지정책을 중심으로 우선순위와 대안을 모색해 본다.

Discourses on progressive growth assume that redistribution, public investments in human capital, and social safety-nets can contribute to economic growth. Recently, in this respect, Korean progressives have tried to propose some growth-friendly policy alternatives. This article critically reviews major discourses such as 'non-polarization growth strategy', from the perspective that in general growth policies are evaluated based on how they contribute to the accumulation of physical/human capital, technological progress and efficiency. To improve concreteness, effectiveness and robustness, it also discusses the key issues in industrial promotion and policies related to domestic demand, small-medium sized firms, employment and social welfare.
