Explaining the Reduction of Victimization Rates : With Focus on the 2002 Victimization Survey

Analysis of data from the victimization survey conducted in 2003 for the experiences of the year 2002 of national sample of about 2,000 respondents reveals that overall victimization rates considerably dropped as compared to those of previous surveys done in 1993, 1996, and 1998. This paper attempts to explain possible reasons for declining victimization rates in recent years which have been rather contrasted with gradually increasing official crime statistics, focusing on data from the 2002 survey. In doing so, the nature of compilation of official crime statistics and other methodological issues in conducting victim survey are reconsidered.
