The Ministry of Health and Welfare announced that 3,225 cases of child-abuse were reported to thirty Child-Abuse Prevention Center's during first half in 2004 with 34% of increment in comparison to 2,428 cases during the first half in the last year and that 3,225 confirmed cases, which were identified to be child-abuse through field investigation, were reported with increment of as much as 12% in comparison to 1,519 cases during the same period in the last year. Importance of child-abuse is that the action is made targeted to immature children and that the affect may be remained through their whole lives. Experience in being abused is remained as prompt injury, stress, and impact and let the children acquire inappropriate measures for survive. In this study, the concept and types of child-abuse, theories on chid-abuse, and preventive measures against child-abuse in the U.S.A., England, and Japan etc are reviewed and a support system for the victim from child-abuse is suggested in consideration of status and problems of child-abuse. Firstly, in terms of support system by the police, importance of connection among Child-Abuse Prevention Center's and necessity for training of the police on child-abuse are suggested; secondly, in terms of the support by the Ministry of Health and Welfare, the roles of the Ministry of Health and Welfare and the liabilities of professional child-protection organizations are suggested; and thirdly, in terms of support system by private parts, participation of private professionals concerned, efficient utilization of volunteers, and enforcement of connection with volunteer effort centers are suggested.
