우리나라 범죄피해자 지원제도의 발전방향

범죄피해로 인해 피해자 당사자는 물론 그 가족이나 유족은 많은 어려움을 겪는다. 경제적 손실도 그 중에 하나이다. 그러나 무엇보다도 피해자의 어려움은 여기에 그치지 않고, 정신적 피해와 함께 형사사법기관과의 절차적인 측면에서도 많은 불편을 경험하게 된다. 이러한 피해자에 대한 지원은 경제적 지원, 정신적 지원이나 위기개입 등을 포함한 직접적ㆍ실무적 지원과 형사사법에서 피해자의 법적 지위의 향상 등이 이야기된다. 이들 여러 지원제도에서 우리나라를 포함한 많은 국가에서, 제일 이른 시기부터 전개되어야 하는 것은 경제적 지원일 것이다. 피해자대책은 피해자의 법적 지위를 확립하고 피해자에게 필요한 것을 제공하기 위한 국가 또는 공공단체뿐만 아니라 개인 또는 민간단체의 모든 노력이라고 할 수 있다. 즉 범죄피해자의 법적 지위를 확보하기 위하여 노력하고, 범죄피해자에게 적절한 보호를 위해 실시하는 모든 조치를 비롯하여 피해자의 자립과 재활을 지원하거나 고통을 완화하려는 국가 또는 공공단체ㆍ개인 또는 민간단체의 활동이 모두 피해자보호 활동에 포함된다. 오늘날에는 피해자 권리보장을 위한 활동이 개별 국가를 넘어 국제적 차원으로 발전하면서 피해자보호 활동도 더욱 다양해졌다. 일반적인 피해자보호의 방향은 범죄피해자에 대한 경제적ㆍ사회적 또는 정신적ㆍ심리적 지원과 형사사법절차에서의 피해자 지위 강화와 그의 권익 옹호를 위한 조치를 꾀하여야 하겠다.

Secondly, the plans vary between being inspired by government and being created spontaneously by private organizations. And finally, the programs differ in their connetion and relationship with the criminal justice process.
