Hate crimes motivated by minority's religions, races, sexual inclinations and nationalities have been emerged as new problems today. However, the reasons why hate crimes occurred have yet to be established, and its measures have not sufficiently prepared as well. Therefore, this study examined the definition, causes, types and characteristics of hate crimes. Furthermore, this study investigated '2003 FBI (Federal Bureau of Investigation) Hate Crime Statistics' and devised the proper measures. The first step to hate crime measures is to make up for the weak points in the current laws for hate crimes. The second is the prevention and countermeasure to the crimes through the investigation with exact statistics and data. Thirdly, the measures upon types of hate crimes are as follows: As a measure of racial discrimination, the positive change of the nation's attitudes toward various races and nationalities are demanded. Additionally, the acceptance of minority ethnicity's ability is also required. Measures of sexual inclinations include education about outing, personal protection of homosexuals, and protection of their human rights. Lastly, opening of public forums about community-oriented hate crimes are required as government and communities' policies.
