Development of a Measuring Model of Civic Activism

1980년대 이후 전세계적인 시민사회의 성장과 함께 시민사회에 대한 연구가 활발해지면서 시민사회를 객관적으로 측정하고자 하는 학문적 욕구가 분출하였다. 이 연구는 안하이어(Helmut Anheier)와 시비쿠스(CIVICUS)가 공동 개발한 기존의 시민사회지표(CSI: Civil Society Index)가 가진 문제점을 극복하기 위해, 상호주관성의 접근방법을 사용하여 시민운동의 역량을 측정할 시민운동지표(CAI: Civic Activism Index)를 개발하는 것이다. 이를 위해 NGO와 시민운동의 개념틀을 형성하고, 이 개념틀에 근거하여 시민운동의 역량을 환경·자원·조직화·영향력 등 4개의 차원으로 구성하였다. 그리고 4개의 차원에 총 24개의 지표를 구성하고, 24개의 지표를 측정할 30개 설문항을 만들었다. 척도는 7점 척도를 사용하였으며, 측정결과는 시민운동 다이아몬드(Civic Activism Diamond)로 표시하였다. 이 모형은 일차적으로 한국 시민운동의 지역별, 활동영역별 역량 비교를 위한 것이지만, 아시아 시민운동의 비교를 위해 국제적 일반성을 고려하였다.

Civil society has emerged worldwide after 1980s which brought about the needs to empirically measure it. The CSI(Civil Society Index) is the effect of the needs which is developed by the collaboration of Helmut Anheier and CIVICUS. This paper aims to develop a measuring model of civic activism capability, which is called CAI(Civic Activism Index), to overcome the problems of the CSI based on the methodology of inter-subjectivity. Four dimensions such as environment, resources, organizing, and impact were constructed based on the conceptual frameworks of NGO(nongovernmental organization) and civic activism, subsequently 24 indicators and 30 questions in total were built to measure the four dimensions. The questionnaire uses a seven-point scale and the result of measurement is indicated in the form of Civic Activism Diamond. Although the measuring model is primarily to compare the capability of civic activism between activity regions as well as administrative districts in Korea, our concern is to expand research onto Asian states. Therefore, considered are international generalities of conceptual factors of civic activism capability.
