The methods of fraud in home rental transactions are becoming smarter and more people are at the risk of victimization. For example, after leaser and lessee sign the rental agreement, the lessee puts its picture on leaser's ID card application form or actual ID card to lease the property that has been leased to it to a third party by pretending to be the owner. This way, lessee can match the name of owner on the Attested Copy of Property Register with the name on the ID card. When any third party who leases or purchases the property pays the deposit or purchase amount, the lessee disappears with the money. What needs careful attention is that corporate-type fraud organizations work in groups where the leader assigns each person to handle contracts, forge ID card, pretend as real estate agent or owner and each person involved does not know the identity of others in the group. Therefore, they can deceive even real estate experts. Without essential solutions, more people will be victimized and will lose enormous amounts of money. This kind of fraud is not just because some people some people are not careful about signing lease, but more urgent problem is that the social policies are weak against crime and prone to more criminal acts. In other words, leasers and lessees compare the Attested Copy of Property Register and ID card to identify owner before signing contracts, but lessees cannot evade being victimized if ID cards are forged to match the records. Therefore, we need a system that can identify the true owner even when the ID cards are forged. Fingerprint recognition system can be used for this purpose. Leasers and lessees can go to local offices nearby and use the fingerprint recognition system to identify the true owner and prevent crime. The problem is that this system will only be effective when supported by social systems.
