International Comparison of Aid Management System and its determinants

원조 공여국이 원조정책 방향 수립, 재원의 관리 및 배분, 원조집행 등을 관리하는 틀을 원조관리체계(aid management system)라고 한다. 원조관리체계는 원조의 효과와 효율성, 그리고 일관성에 중요한 영향을 미친다. 본 논문은 22개 선진 공여국들의 원조관리체계를 분류하고 각 유형의 결정요인을 분석함으로써, 우리나라의 원조관리체계에 대한 시사점을 제시하였다. 정책 차원과 실시 차원에서의 원조의 통합적 관리 여부를 분류기준으로 하여 공여국의 원조관리체계를 5개 유형으로 분류되었다. 한 공여국의 원조관리체계를 결정하는 데는 원조의 절대규모, 원조 노력, 원조의 유형별 구성, 역사적 요인, 행정효율화 등이 중요한 영향을 미치는 것으로 확인되었다. 한국의 원조규모나 원조 노력이 아직 매우 낮은 수준이고 유상원조의 비중이 여전히 큰 점을 감안 할 때, 원조전담부처나 통합적 관리체계가 도입될 가능성은 낮은 것으로 판단된다(JEL: F35, O16, O19).

The aid management system is the institutional framework in which a donor country makes aid policies, allocates aid funds, and manages the implementation of aid programs. The system affects the aid effectiveness, efficiency, and coherence. This paper classifies the aid management systems of 22 donors into five types and examines what affects the adoption of a certain management type. It shows there exists path dependency in that historical experiences such as the ruling of colonies and the initial state in aid management influence the current management system. As well, the current aid effort, composition by type, and the importance of aid policy in the entire national policy also are importance determinants of the aid management system. The Korea's aid composition, policy priority and the existing management system makes the most feasible and efficient an aid management system which is divided at policy level but integrated at implementation.
