IPA분석을 활용한 제주특별자치도교육청의 컨설팅장학 활성화 방안 탐색

Exploring the Ways to Activate Consultative Supervision of the Jeju Special Self-Governing Provincial Office of Education through IPA

이 연구의 목적은 의뢰인이 인식하는 제주특별자치도교육청 컨설팅장학의 중요도와 실행도를 분석하여 컨설팅장학을 활성화하기 위한 방안을 제시하는 데 있다. 이러한 연구목적을 달성하기 위해 제주도교육청에 소속된 교원 183명을 대상으로 설문조사를 실시하였다. 연구결과는 다음과 같다. 첫째, 의뢰인은 현재 제주도교육청이 컨설팅장학을 실행하는 5가지 영역 가운데 컨설턴트와 관련된 컨설턴트의 컨설팅장학 과정 지원 역량, 컨설턴트의 내용전문성과 방법전문성 영역은 잘하고 있는 것으로 인식하고 있다. 나아가 교육청의 컨설팅장학 지원 영역은 오히려 과잉적으로 실행되고 있다고 인식하고 있다. 따라서 제주도교육청은 이에 대한 노력을 교육청의 컨설팅장학 시스템 구축으로 이양시키는 것이 필요하다. 둘째, 컨설팅장학 시스템 구축에 관한 항목 중에서 의뢰인이 중요도에 비해 실행도가 가장 떨어진다고 인식하고 있는 5가지 세부 항목 가운데서도 ‘우수한 컨설턴트 인증 시스템’에 대해 가장 우선순위를 두어야 한다. 셋째, 제주도교육청이 컨설팅장학 시스템을 구축하는 과정에서 제주도교육청의 독자적인 홍보시스템을 마련할 필요가 있다.

The purpose of this study was to suggest the ways activating consultative supervision (CS) of the Jeju Special Self-Governing Provincial Office of Education (J-POE) by analyzing the consultees’ perception on the importance and performance of CS. To do so, a survey was employed, and the population were 183 teachers who worked in J-POE. The conclusions drawn from the study were as follows: First, the counsultees perceived that those areas such as the support for consultants during the consulting process, and consultants’ professionalism of both contents and methods out of five areas were taken good care of through J-POE, but the supporting area of J-POE had been overdone. Therefore, it was suggestive that J-POE should transfer its efforts and supports from those three areas to the area of restructuring CS system. Second, building an ‘accredation system for excellent consultants’ would be the first priority out of the five items to be focused upon. This is because the counsultees perceived seriously that the importance overdone the performance in this area. Third, it was suggestive that J-POE should build an unique public information system in the process of restructuring CS system.
