제도화된 국가주의와 교육에서 국가의 역할

An Study on Institutionalized Nationalism and The Role of Nation in Educational Policy

본 연구는 신자유주의 교육정책에서 국가의 역할에 대하여 살펴보고 이를 역사적 맥락에의 적합성을 중심으로 분석한 후, 거버넌스와 교육 공공성의 재구성을 통해 국가역할의 바람직한 방향을 모색하고자 하였다. 이에 따른 연구결과는 다음과 같다. 먼저, 신자유주의 교육정책의 논리는 시장주의와 민간경영기법의 교육에의 도입을 주장함으로써 국가역할의 축소를 지향하고 있다. 둘째, 우리나라의 역사적 맥락은 민족주의, 발전교육론을 거치면서 그리고 오랜 권위주의 정권 아래에서 공익관념에 권위주의적 함의를 강화시켰고 이에 국가주의가 발달되어 왔다. 이러한 국가주의와 결탁한 방식의 신자유주의는 표면상으로는 자율성을 내세우지만 이면적으로는 통제성을 보이면서 여전히 국가주의적인 모습을 띠게 되었다. 셋째, 국가역할의 강화냐 축소냐는 논의방식이 아닌 국가역할을 수행하는 방법상의 문제에 초점을 맞춤으로써 국가 어니면 시장이라는 이분법적인 논의를 지양하고 교육 공공성의 의미를 재구성함으로써 교육이 나아가야할 방향을 제시하였다. 즉, 교육의 공공성을 조직중심, 기관중심이 아닌 공공가치(public value)를 추구하는 것으로 보고 국가가 함께 방향잡기(co-steering)를 위해 교육에 관련되는 수많은 이해당사자간의 관계를 조절할 수 있는 새로운 교육거버넌스를 어떻게 짤 것인가에 대해 더 많은 관심을 가져야 한다.

This study examines the role of nation in Neo-Liberalism educational policy, analyzes its adequacy under our historical context, and explore some desirable directions of the role of nation. Research findings are as follows. Fist, the logic of Neo-Liberalism in educational policy is to reduce the role of the nation by means of introducing marketization and business administration techniques in private sector to the educational policy. Second, Nationalism in education has been developed with going through developmental education in terms of the historical context in Korea. Therefore, Neo-Liberalism in connection with Nationalism has appeared to stress autonomy, but education policy has maintained Nationalism with under covered control over education in reality. Third, the direction of education in future is suggested that we need to reconstitute the meaning of publicness of education while detering dichotomous dispute whether the nation or market and the role of nation strengthened or weakened. In conclusion, we should pay attention to pursuing public value rather than institution oriented approach in the meaning of publicness in education. The nation's role has to be interested in designing and co-steering the new educational governance that induces and coordinates the collaborative relationship among stakeholders.
