The purposes of this study are to develop assessment tools for measuring intercultural communicative competence(ICC) of sixth-grade students in elementary English classes, and to propose an assessment model based on the process of developing the assessment tools. After establishing the foundation of developing assessment tools to measure ICC, the major areas of assessment, based on the ICC model devised by Byram(1997), were set. Then, the assessment tools were developed by integrating performance tests and objective tests. The validity of the developed assessment tools were first verified through a review process performed by 10 English teachers in elementary schools. The reliability of the tools were further verified through the results of a pilot test given to 71 students in sixth grade of elementary school. Based on the problems exposed by this processes, the assessment tools were revised. Through the process of developing ICC assessment tools for sixth-grade students, it was acknowledged that it could be possible to assess culture. This study also suggests a model to assess ICC from four major areas; knowledge, skills, cultural awareness and attitude.
