다문화가정 자녀의 학교폭력 피해 원인과 효율적인 대처방안에 관한 연구

A Study on the cause and strategies of the school-violence to the children of multi-cultural families

결혼이주여성과 외국인 노동자의 국내유입 등의 증가로 인해 우리나라는 더 이상 단일민족 국가가 아닌 다문화사회로 전환되고 있다. 특히 다문화가정은 환경적, 구조적 측면에서 우리나라 가정과는 다른 특수한 요소를 가지고 있기 때문에 그들에 대한 사회적 편견과 차별적 인식이 다문화가정 자녀로 하여금 학교폭력의 피해자가 되거나 다른 범죄로 빠질 수 있는 원인을 제공하기도 한다. 따라서 본 연구에서는 이러한 다문화사회 내 학교폭력의 문제점을 인지하고 다문화가정 자녀의 학교폭력 피해에 대한 대응방안을 모색하고자 한다. 사례분석과 실태를 통한 다문화가정 자녀의 학교폭력 피해원인 분석결과 첫째, 개인적 특성에 따른 학교폭력 피해원인은 미숙한 한국어의 사용, 피부색 등의 차이, 동남아시아나 아프리카 등의 부모가 있다는 점 둘째, 학교 및 사회적 특성에 따른 학교폭력 피해원인으로는 사회적 편견과 인식의 차이, 친구, 가족, 친척 등의 사회적 네트워크의 약화 등이 있어, 학교폭력 피해자로 노출되기 쉬웠다. 이에 다문화가정 자녀의 학교폭력 피해에 대한 효율적인 대처방안으로는 학교폭력에 관한 법제도를 재정비 하고, 이를 바탕으로 다문화가정 자녀를 위한 별도의 학교폭력전담 부서의 설치와 학교폭력 위기개입 강화를 위한 정부와 지역사회단체와의 네트워크체제 구축이 필요하다. 또한 이러한 다문화가정 자녀의 학교폭력의 피해를 예방하고 제2차 피해자 발생 방지를 위해서는 무엇보다도 다문화가정 자녀에 대한 사회적 인식의 변화가 있어야 할 것이다.

This study recognizes problems of the violence in multi-cultural families and finds the way to prevent the school-violence to the Children of Multi-cultural Families. First of all, we analyze the cause through the damages of the school-violence and case-analysis, focusing that the cause of the school-violence to the Children of Multi-cultural Families lies in the social and environmental speciality as Children of Multi-cultural Families. As the result of analysis about the cause of the school-violence to the Children of Multi-cultural Families through the damages of the school-violence and case-analysis, we found that the Children of Multi-cultural Families was likely to be victims because of following reasons: first, speaking korean unfrequently, different colour of the face and having the parents from the southeast-asia or Africa in the individual character of the cause of the school-violence, second, the social prejudice and wrong knowledge about the Children of Multi-cultural Families and weak social network of friends, family and relatives in the school and social character. In conclusion, it is important to refurbish the law system about the school-violence and equip the special school-violence department and network system with government and community to enforce the crisis-intervention of the school-violence. Also, it is essential that we should change the social knowledge about the Children of Multi-cultural Families.
