프랑스의 이주가정 아동 학교통합정책 사례분석

A Case Study on the School Integration Policy of Immigrant Children in France: Policy Implications From French Initiation Classes in Public School

본 연구는 프랑스의 이주가정 아동의 학교통합을 지원하는 핵심 정책 중 하나인 프랑스어 기초교육반 제도의 운영 실제를 보다 체계적으로 분석하고, 이를 통해 우리나라의 다문화교육 정책개발에 필요한 시사점을 도출하는데 목적이 있다. 이를 위해 우선 문헌조사를 통해 프랑스의 이주가정 아동의 학교통합 정책의 주요 내용과 프랑스어 기초교육반 제도의 발달, 최근 동향을 분석하였다. 프랑스어 기초교육반제도의 운영 실제 분석을 위해서는 이 과정을 이수한 학생과 어머니를 대상으로 면담조사를 실시하였다. 연구 결과, 우리나라의 다문화교육 정책에 주는 시사점은 다음과 같다. 첫째, 우리나라의 상황과 맥락을 고려할 때, 다문화주의와 동화주의 모델을 조화시킨 보다 점진적이고 유연한 학교 통합정책을 개발할 필요가 있다. 둘째, 정부 차원에서 보다 장기적이고 종합적인 이주가정 교육지원 정책을 수립하고, 이를 지속적으로 실행할 수 있는 정책집행 조직을 마련할 필요가 있다. 셋째, 보다 체계적인 한국어 능력평가 및 이주가정 아동 특성별로 세분화된 한국어 기초교육, 거점학교 지정 및 이를 중심으로 한 수준별 한국어 교육, 나아가 학부모를 위한 교육지원이 강화될 필요가 있다.

The purposes of this study are to analyze school integration policies of immigrant or newcomer pupils in France and to find out policy implications and measures to be applied in Korea. France is one of the countries in Europe which has long history of integrating the families of immigrant pupils into its school and social system and developing school-based supports to them. For these reasons, researchers choose France as a case study and especially focused on the language teaching classes for immigrant or newcomer children at the public school. The main research methods applied for this study was the literature reviews and face-to-face interviews with students and parents(mother) who experienced french language teaching classes at the public school. The major findings and implications of this study are as follows: First, Korea has to develop progressive and flexible integrating policies for immigrant or newcomer children, based on multicultural and assimilationist model. Second, central organization or institutions are needed to take charge of multicultural education policy development and implementation at the national level. Third, Korean language programmes at the public school should be developed and strengthened to help immigrant or newcomer children to adapt regular school curriculum.
