The purpose of this study aims to conceptualize practical English (PE) and basic academic English (BAE), and to set up criteria for classifying PE and BAE through Delphi research methodology. PE and BAE are the key concepts for both the A-type and B-type English tests in the 2014 College Scholastic Ability Test (CSAT), a test which requires a clear classification of PE and BAE; however, the concepts of PE and BAE have not been defined and the classification criteria have not been set up. Until now, the current national English curriculum and CSA T have not clearly presented the two concepts and classification criteria, which demands that a Delphi research methodology be introduced in order to elicit experts' concurrence in this field. Through three Delphi research surveys conducted with approximately 50 experts, PE and BAE were defined and classification criteria were established. First, the definitions of PE and BAE were established based on the result of Delphi survey. Second, the five criteria were also drawn from the analysis of this study; theme and content, language use situation and context, the familiarity of the theme, language level and syntactical complexity, and the purpose of the language use. Several suggestions were provided in order to verify the classification criteria.
