연구목적: 본 연구는 국가의 문화경쟁력이 어떻게 구성되고, 평가되어지는지를 실증분석을 통해 하위요인별 중요도를 파악하여 국가의 의사결정자들의 최적 대안과 우선순위를 판단할 수 있는 기준을 제시하고자 하였다. 연구 설계 및 방법론: 문화경쟁력 평가속성의 구조적 모형을 규명하고 중요도를 산출하기 위하여 계층분석기법인 AHP(Analytic Hierarchy Process)을 활용하여 분석하였으며, 조사대상자는 판단표본추출방법(judgement sampling)을 사용하여 문화예술 및 사회과학분야 전문가 50인을 선정하였다. 분석 및 연구 결과: 로벌 문화경쟁력의 중요도 및 우선순위를 종합적으로 분석한 결과, 국가적 차원의 비등재유산이 가장 중요한 것으로 평가되었으며, 등재유산, 문화시설 등의 중요도가 높게 평가되었다. 하지만 개인적 차원의 역량요인인 인적자원은 중요도가 가장 낮게 평가되었으며, 같은 영역인 물적자원도 상대적으로 낮게 평가되었다. 시사점 및 연구의 한계점: 화를 국가차원의 경쟁력 있는 문화자산으로 구축하고 평가하는데 전략수립 방향의 제안이 가능하도록 국가적 차원에서 비교 가능한 기준을 제공한다. 향후 연구방향: 전 세계적인 문화경쟁력 평가지수로 완성될 수 있도록 연구단위 전문가집단과 표본을 다각화시켜 연구가 진행되어질 수 있다. 공헌점: 문화를 국가차원의 경쟁력 있는 문화자산으로 구축하고 평가하였다는 점에서 학술적인 의미를 가지고 있다. 과학적이고 체계적인 평가척도를 바탕으로 실무적으로도 국가 경쟁력 차원의 문화산업의 기준 마련 및 정책 수립의 기초자료로 유용하게 활용되어질 것이다.

Purpose: This article proposes a judgmental tool to measure the importance of cultural attributes for cultural competences by defining the cultural structure and analyzing secondary data for the decision maker. Design/methodology/approach: The AHP (Analytic Hierarchy Process) method with 50 experts from art and social science was applied and in-depth interviews were conducted to explore their thoughts on the composition of culture. Results/findings: The results indicate that unregistered heritage may be more important than registered heritage and cultural facility when human and material resources of individual cultural perspective were the lowest after the overall weight evaluations of cultural composition. Research implications/limitations: Decision makers of the government will be beneficial to the study with respect to choosing optimal alternatives for cultural developments with order of priority. Future work/research: Future studies including expert data from diverse countries all over the world will be promising. Originality/value: The study was designed to evaluate understanding of cultural competences by uncovering expert' knowledge in the context of the culture so that we could suggest strategic implications for developing the culture for our government with a measurable and practical tool.
