오늘날 특정 인구부문의 지속적이고 의도적인 배제는 장기적으로 보면 민주주의가 유지되기 위한 필요조건 가운데 하나인 대응성과 책임성을 무디게 해 민주주의의 정당성 자체를 위협할 수 있을 것이다. 따라서 국제이주민 문제에 접근하기 위해서는 현대적 국제인권규범을 바탕으로 정치공동체의 정체성 문제 등을 고려하여 보다 유연성이 있는 시민의 범주와 시민권의 내용을 구성하는 방안을 공론화함은 물론 다문화인들도 우리 사회의 소중한 자원임을 사회구성원 모두는 인식의 전환이 필요할 때이다.

Today's continual, intentional exclusion of a certain population section can threaten the justice of democracy, giving damage to response and responsibility, which are the conditions required for maintaining democracy from the long-term aspect. Therefore, in order to access to international immigrant issue, it is necessary to consider the identity of political community on the basis of modern international human right standard, bring the method to organize more flexible citizen criteria and citizenship to public issue and transfer social member's recognition to consider multi-cultural people as precious resource of Korean society.
