최근 정보화 시대가 가속화되면서 이를 이용한 범죄들이 증가하고 있으며, 특히 국가의 전반적인 사회기반을 붕괴할 수 있을 정도의 위협 또한 증가하고 있어, 이러한 테러리즘 자체가 위기를 초래할 목적을 가지고 행한 경우에는 치명적인 결과를 나타낼 수 있다. 현행법상 종합적이고 체계적이지 못한 실정이기에 미비한 부분에 대한 효과적인 법집행이 이루어질 수 있도록 명확한 법적근거를 정비하고, 사이버 테러리즘에 대한 공공부문과 민간부문에서 실질적으로 대응할 수 있도록 하는 제도를 모색하여, 신속한 위기관리 체계를 구축하고 이를 지속가능하게 유지 할 수 있는 방안을 도출하는 것이 중요하다. 이에 따라 이 논문에서는 사이버테러리즘의 변화에 따른 보안ㆍ수사기관의 대응강화 방안에 대해 논하고자 한다.

Recently, Since the information age has been accerated, the number of crimes is apt to use this circumstance. In particular, threatening which could collapse an all-around infrastructure is also rocketing. If this terrorism in itself commits to lead to critical situation, it might have chance of fatal result. Since the circumstances of current law are incomplete, it should be improved the legal grounds for effective execution. To take action against Cyber terrorism, both public and private sectors must seek a new system. In addition, it is important to build a system which can manage risk management rapidly and also to find out some solutions for sustainable maintenance.
