A Study on the Application of Specificity Standards in Subsidy Dispute of China between US

Antl-dumping, Countervailing and Safeguard Measures are permitted Trade Remedy Measures under the WTO legal system. Specificity is one of the most important concepts in SCM agreement(Subsidies and Countervailing Measures agreement). It is one of the most important distributions of the US's Countervailing duty law to the WTO's Agreement on Subsidies and Countervailing Duty Measures. According to the rules under 1986 Georgetown steel case, United State shall not initiate any countervailing duty investigations against the products from the non-market economy countries. However, recently The United State initiated the first countervailing duty investigation toward coated free sheet Paper imported from China in November 2006. Up to April 2011, the United States has initiated total of 30 countervailing duty investigation towards China. So this paper examine US-China dispute cases and analysis interpretation of the application of Specificity standards in SCM Agreement.
