공모형 PF사업의 개선방안 분석에 관한 연구

There is a bunch of literature on the policy problems of mixed-use PPP (Public-Private Partnership) development projects to supply brisk landmarks in the regional growth poles, e.g. international business districts or new town retail complexes, with a narrow focus on the initial stages of project, i.e. planning and RFP (Request for Proposal). The purpose of this study is to evaluate a PPP development case of Eunpyung New Town Mixed-Use Complex Project (EPMC) in Seoul, with an emphasis on practical issues at the action stages including land fee payment, public permit, financing, etc., then suggest policy implication to better the current practices of PPP schemes. The evaluation criteria come from the critical perspectives of 'the matters that require attention' stressed in literature. We categorized the viewpoints into six groups as: ① roles of public entities; ② rationality of RFPs; ③ financial feasibility of project; ④ legal and/or institutional support by the public; ⑤ organization of project entity; and ⑥ financeability of project. At the inception stages, the case of EPMC shows the similar matters to the problems mentioned by the previous research; besides, it explains why the ambitious mega-projects in Korea, mimicking 'Dubai Mirage,' are gone awry and frustrated under way. Our case study presents an empirical evidence for the policy critiques alleged in earlier studies therefore is conducive to linking practice and theory.
