방송시장변화에 대응하기 위한 공영방송 재원구조의 개선에 관한 연구

On the Study of Improvement of Finances of Public Service Broadcasting to Deal with the Change of Broadcasting Market

오늘날 방송시장은 과거와 달리 빈번한 경제적 불황, 경제위기 등으로 인하여 방송의 재원구조가 열악해지고 있는 상황에서 방송시장의 경쟁은 점점 더 높아지고 있다. 이러한 방송시장의 급격한 변화 속에서 공영방송의 재원구조 실태는 "광고에 의존하는 재원구조", "경쟁력 낮은 방송콘텐츠 및 프로그램", "단편적인 재원조달방법", "비효율적인 재정관리 및 관리감독 소홀" 등으로 인해 더욱더 어려움에 직면하고 있다. 무엇보다 공영방송은 방송환경변화로 인한 위기 속에서 공영방송이 그 본래의 공적 역할을 제대로 수행할 수 있기 위해서는 안정적 재원확보가 필수적이다. 이와 같은 추세 하에서 앞으로 공영방송재원의 중요성은 더욱 커질 것으로 예상되며, 이로 인하여 공영방송재원을 확보해야할 필요성도 더욱 증대될 수밖에 없다. 이와 같이 공영방송은 국가공권력의 관계에서 그 특수성과 공적 기능을 감안하여 국가로부터 독립적이어야 하고 자유로워야 한다. 나아가, 공영방송이 언론권력, 정치집단, 이익집단 등에 의하여 남용되거나 도구화되어서는 아니 된다. 이는 공영방송이 경제적 의존성으로부터 독립하여 헌법적으로 전제된 과제 즉 민주적 여론형성에의 기여를 보장하는 방송법을 형성할 필요성이 크다는 것을 말한다. 따라서 급변하는 방송시장에 적절하게 대응하기 위한 공영방송재원구조를 개선해야 할 필요성이 커지고 있다. 따라서 공영방송의 재원구조가 안정적으로 확보되고 공영방송이 그 공적 기능을 지속적으로 유지할 수 있도록 하기 위하여 공영방송재원의 안정적 확보 및 관리감독을 위한 합리적 개선방안이 마련되어야 한다. 이를 위해서 "일정기간 또는 물가상승률을 고려한 수신료 인상방안 마련", "방송 콘텐츠 및 프로그램의 국제경쟁력 향상", "재원구조의 다각화" 및 "공영방송재원 활용의 투명성 및 책임성 확보" 등이 이루어져야 한다. 그러므로 본 논문은 급변하는 방송환경에 따른 공영방송의 위기를 극복하기 위하여 공영방송이 본연의 공적 기능을 원활히 수행할 수 있도록 하기 위한 공영방송재원구조의 개선에 대한 합리적인 개선방안을 제기하고자 한다.

The rapid change of broadcasting market brought us a serious critical situation of public service broadcasting especially the financial crisis of public service broadcasting. As a result of hard times like 'the change of broadcasting market'ㆍ'opening of media market'ㆍ'competition on broadcasting market' etc., public service broadcasting currently is going through such problems as the finance structure depending on the advertisement, broadcasting contents and programs of low quality, fragmentary method of broadcasting finances, an inefficient finance management of finance application, the lack of management supervision. To be short, many public service broadcasting in the critical situation called 'the Crisis of public service broadcasting. In fact, it is true that the crisis of public service will deteriorate further in these violent changes of broadcasting market. Likewise, public service broadcasting has to play its original role regarding an improvement method for safe securement and management supervision of public broadcasting finance. Therefore, it is necessary to secure a freedom and independence of broadcasting as prescribed in article 1 of the broadcasting law since it will lead to arouse a public responsibility for the protection of right of audience, democratic formation of public opinion and improvement of the culture. Thus, it is also very important to improve the finance structure of public broadcasting in order for development of broadcasting and public welfare. In order for all these aims, we need to secure a safe finance through increasing a license fee on regular basis. Second, the contents and program should be improved as well as an international competitiveness. Third, a finance structure needs to be diversified. Lastly, a systematic supervision of management must be accomplished regarding the application of public broadcasting finance, transparancy and responsibility.
