Although it has been generally acknowledged that business regulations are needed to attract foreign direct investment, some related studies only exist. For economical use of control variables, the previous year values of dependent variable are used in this study. Using 51 high and low income countries over the periods from 2000 to 2009, this study investigated the effect of business regulations on inflows of US. foreign. direct investment. The empirical results indicate that the countries wishing US. foreign direct investment need to decrease business regulations. However, the effect of decrease on business regulations is reported only in a sample of the high income countries. This means decrease on business regulations in high income countries should be considered as a key determinant for attracting direct investment from the US. manufacturing MNCs.
