This paper investigates that the industrial relation is considered important when the Japanese firms make a decision on location of foreign direct investment. Based on this, this paper suggests alternative polices to promote Japanese firms' foreign direct investment. the empirical results show that they prefer the location where high industrial agglomeration, abundant human capital, and stable industrial relation is available. Especially, I find that the reason why the stable industrial relation becomes an important determinant of the location choice of Japanese firms is the lack of the accurate information for recent industrial relation in Korea. It is useful to let Japanese firms in Japan know that the Japanese firms doing business in Korea affirmatively assess the industrial relation or labor union of Korea Moreover, government must improve the practice of an unreasonable demand by labor union via the various means such as hiring the consultant to help the collective bargaining between the labor unions and the Japanese managers.
