전문가 합의 델파이 기법을 활용한 개별화가족지원계획(IFSP) 적용 탐색 연구

An Exploratory Study on Application of Individualized Family Service Plan Using Consensus Delphi Technique

본 연구는 유아특수교육 현장에서 IFSP의 확대 적용에 따른 문제점과 해결 방안에 대하여 조사함으로써 IFSP 시행을 위한 적용 방안을 마련하는데 목적이 있다. 이를 위하여 3차에 걸쳐 델파이 조사가 이루어졌으며, 1차 델파이 조사에서 50명 중 21명의 델파이 패널이 IFSP 적용에 따른 문제점과 해결방안에 대하여 응답하였다. 2차와 3차 델파이조사에서는 18명, 15명이 응답하였다. 수집된 자료의 분석은 각 문항에 대한 평균과 표준편차, 중앙치, 사분범위, 수렴도, 합의도, 변이계수를 산출하였으며, 가능성 정도와 희망 정도에 대한 정성적 분석을 실시하였다. 연구 결과, IFSP의 필요성과 중요성에 대한 사회적 공감대의 형성을 위한 인식 개선 프로그램의 개발과 실시, 국내의 유아특수교육 현장에 적합한 IFSP 표준양식 개발을 위해 타당성과 용이성을 갖춘 IFSP 모델 프로그램의 시범 운영 및 검토, 유아특수교육 전문가의 전문성 향상을 위한 IFSP 관련 교사 연수 및 시행 매뉴얼 개발, IFSP의 계획, 시행, 관리, 평가를 위한 별도의 전문 인력 배치, 모(母)-중심의 국내 양육 문화로 인한 IFSP 시행의 어려움을 해결하기 위한 개별 가족 특성 및 가정 문화 이해 관련 연수 등이 필요한 것으로 나타났다. 이러한 연구의 결과는 향후 유아특수교육 현장에서 효과적인 장애 영ㆍ유아 가족지원을 위한 IFSP 적용에 관한 기초 자료를 제공하였다는 점에서 연구의 의의가 있다.

In order to explore application of the IFSP for family support of infants & young children with disabilities, this study attempted to identify problems to applicate IFSP and suggest possible solutions using the Delphi technique. The Delphi survey was carried out three times. In the first Delphi survey, 50 people were selected by Delphi panelists and 21 people responded to the questionnaire about possible solutions and problems to applicate IFSP. In the second and third Delphi surveys were 18 and 15 people have been responding. To analyze the data the following methods were used-mean, standard deviation, median, interquartile range, convergence, consensus, coefficient of variation. & qualitative analysis. The findings were as below. First. social consensus for the implementation of the IFSP is required-promotion through IFSP practices etc. Second, in early childhood special education, appropriate IFSP standards documents need to be developed. Third, various methods for professional development should be carried out; IFSP teacher training, IFSP learning content development, IFSP implementation manuals development. Fourth, professionals for IFSP planning, implementation, management and evaluation should be placed; placement of service coordinator, family support specialists with expertise & administrative personnel. Fifth, understanding individual family characteristics and the cultures of the home, education and training is required. In the future, the results of this study will contribute as follows; proposing the direction on researches related to the IFSP for effectiveness of family support and providing a basis for the application of the IFSP in early childhood special education fields.
