규제개선을 통한 글로벌 교육서비스산업시장 창조의 경제적 효과

Economic Impacts of Creating New Markets through Deregulation in Korean Educational Service Industry

본 연구는 교육서비스산업의 새로운 시장을 창조하기 위한 목적으로 외국교육기관 및 해외유학생 국내유치를 위한 규제개선 방안을 모색하였다. 특히, 교육서비스산업 현장 면담을 통해 효율적인 규제개선 과제를 발굴하였고, 이를 통한 경제적 파급효과의 규모를 추정하였다. 본 연구에 의하면 영리법인에 대한 과실 송금 허용, 외국교육기관들에 대한 하부 시행안 및 세부 규정 등 불필요한 규제의 개선을 통해 해외 교육기관이 국내에 투자할 유인을 제공하는 것이 중요한 과제 중 하나이다. 또한 본 연구는 실험적 성격이 강한 '서비스산업 무규제 투자자유구역'의 수도권 설립을 제안하였다. 이는 교육산업에 영리추구라는 경제원리가 도입되면 공공성이 훼손될 것이란 우려를 최소화하면서 해외수요의 국내유치 효과를 실험할 수 있는 좋은 장치가 될 것이다. 그 외에도 정부는 해외 교육기관에 직접적인 재정지원을 하기 보다는 해외교육기관과 투자자를 연결시켜주는 역할에 충실해야 함을 강조하였다. 본 연구의 추정에 의하면 규제개선을 통해 해외 교육기관의 국내 투자유인이 증가하고, 정부의 유치 전략이 효율적으로 추진될 경우 2020년까지 교육 서비스업에 약 8조 5천억 원의 생산유발효과가 발생하고 9만 3천 개의 일자리가 창출될 것으로 전망된다.

This study explores the ways to facilitate the educational service industry in Korea through the deregulation for the establishment of foreign educational institutions. The study particularly aims at suggesting policy guidelines to reduce the disproportionate regulatory burdens on the educational service industry to create new markets as well as analyzing their economic impacts. The study emphasizes providing foreign educational institutions with incentives by amending unnecessarily tightened regulations such as prohibition of profit repartriation. The study suggests "No Regulation Free Investment Zone" to be established in the Seoul Metropolitan area. This promotion will be an effective measure to absorb the overheated demand for studying abroad while relieve the concerns over introducing a market-oriented system in the educational service industry. Also, the study suggests that the government fully function as a bridge linking foreign educational institutions and investors rather than itself directly providing financial support to foreign educational institutions. According to the study's estimates, the alleviation of regulation would create 93,000 jobs and the effect on production inducement worth 8.5 trillion won by 2020.
