성과균형지표 모델의 어린이집 평가인증 도입 가능성 고찰

BSC(성과관리) 적용모형을 바탕으로 어린이집 평가인증 지표를 4가지 관점설정인 고객 관점, 재무관점, 내부프로세스 관점, 학습과 성장 관점을 적용 탐색하기 위한 연구관점으로 분석하고자 한다. 분석 결과, 어린이집 평가인증지표는 BSC 모형의 내부프로세스 관점이 70%이상 가장 큰 비중을 차지하고 있으며, 그 다음으로 고객관점, 학습과 성장관점, 재무관점 순으로 구성되었다. 현행 어린이집 평가인증 지표에서 내부 프로세스관점에 대한 비중이 높다는 것은 보육서비스의 질적 측면에서 운영의 내실에 그 주안점을 두고 있다고 본 연구자는 해석할 수 있다. 비영리 조직의 산출뿐만 아니라 성과를 측정함으로써 조직의 특성에 따라 다양한 관점과 전략을 수립함으로써 조직구성원들의 적극적인 참여를 유도할 수 있다. 비전을 중심으로 전략과의 통합을 통해 조직의 유기적인 변화를 가능하게 하는 BSC모델을 어린이집 평가인증에 적용 탐색 연구로서의 의미를 지닌다고 할 수 있다.
