사교육 발생 구조 탐색

A Study of Generating Structure of Private Education

이 연구는 사교육 발생의 이론적 구조를 탐색하고자 한다. 우리나라에서 사교육 문제는 어제 오늘의 일이 아니다. 사교육 시장에 확대되면서 가정경제의 기반이 무너지는 병리적 현상이 가속화되고 있다. 이러한 심각한 상황에도 불구하고 지금까지 사교육 발생 원인에 대한 학술적인 논의는 미약했다. 이 연구에서는 사교육의 발생 원인에 대한 구조 변인을 다양하게 분석하고 이를 통하여 사교육 문제에 대한 대책 모색에 주력하고자 한다. 이 연구를 통하여 도출된 사교육 발생 원인은 특정한 한두 현상에 국한되지 않고 학교 내적인 측면과 학교 외적인 측면이 혼재된 중층적 구조를 형성하고 있다. 학교 내적인 측면에서는 부실한 수업과 합리적인 평가방법의 부재를 들 수 있고, 학교 외적인 측면에서는 학력주의 관행과 명문대학 선호 풍토, 사교육 시장의 팽창이 대표적 원인에 해당된다. 이 연구에서는 사교육을 줄이기 위한 가장 현실적인 방안으로 학교 교육의 내실화를 위해 창의성 교육을 핵심으로 하는 새로운 교육 패러다임과 학습공동체 학교체제로의 전환을 제안하였다. 둘째, 사교육 관련 기관의 역할 분담을 명확히 하고 사교육 대책에 대한 적극적으로 활용하여야 한다. 셋째, 학교교육의 다양화 정책이 시행되어야 한다. 사교육 발생 원인이 이렇게 다양한 요인이 혼재되어 있기 때문에 그에 따른 처방 모색도 단순한 문제가 아니다. 앞으로 점증하는 사교육 문제에 대해서 더 심도 높은 학술적인 논의와 함께 실효성 있는 정책 대안들을 시급히 모색해야 할 때라고 본다.

This study analyzes both the internal and external aspects of current public school education in order to provide a comprehensive examination of the causes and problems that lead to private education, and similarly looks at both the internal aspects and external aspects with the necessary policy measures against private education. First, the foundation for the policy measures are based on the idea of private education playing the role of supplementary public education, and it branches out to change public school programs in order to become more helpful for the creative students, strengthen public school education internally, enhance external supporting system, and establish strategies against private education. Secondly, the study suggests a number of internal aspects of school education and their policy measures. Thirdly, as for the managing side of education, the study suggests policy measures concerning higher professionalism of teachers and activating the afterschool educational programs. For strengthening internal public school education, this study suggests a new education paradigm that focuses on creativity education and a change in the school system to play the role of a learning community.
