2003년도 국가수준 학교종합평가의 평가체제에 대한 반응 분석

An Analysis on the Responses to the Comprehensive School Evaluation(CSE) in 2003: In a Meta-Evaluation Method

본 연구는 2003년 실시된 국가수준 학교종합평가에 대한 메타평가로, 평가체제의 적절성과 바람직한 국가수준 학교종합평가에 대한 평가위원들의 인식을 조사하여 그 개선방향을 도출하는 한편, 향후 학교종합평가에 참여한 평가위원을 대상으로 학교종합평가의 평가목적, 평가의 필요성, 평가주체, 평가대상, 평가영역, 평가방법, 평가결과 활용의 적절성에 대한 인식을 조사하였다. 조사결과 다음과 같은 결론을 얻었다. 첫째, 국가수준 학교종합평가는 계속 실시될 필요가 있으며, 각종 평가의 체계적ㆍ종합적 운영, 평가결과의 타당성과 신뢰성 확보를 위해 국가, 지역, 단위학교와 정부기관으로부터 독립된 학교평가전담기구의 설치를 적극 고려할 필요가 있다. 둘째, 평가 대상 학교 수는 다소 축소될 필요가 있으며, 교육 실태조사 도구가 수정ㆍ보완될 필요가 있고, 아울러 학업성취도를 반영하는 내용이 보완될 필요가 있다. 셋째, 실태조사 결과와 방문평가결과를 결합하는 평가모형의 정립이 요구되며, 평가위원의 질 제고를 위한 노력이 요구된다. 마지막으로 평가결과의 활용도 제고를 위해 적극 노력할 필요가 있다는 결론을 얻었다.

The purpose of this research is to examine relevance of 2003 evaluation system for the Comprehensive School Evaluation(CSE) and to draw out the directions of the desirable comprehensive school evaluation on the basis of the responses of the evaluators of 2003 evaluation. This effort will enable us to have an insight into the desirable directions of the school evaluation under the school-based management system which will be rapidly expanded. To accomplish this purpose, the issues related to the CSE were examined, and a questionaire was developed and distributed to the evaluators of 2003 evaluation. And the collected raw data were analysed using the SPSS program. The conclusions of this research are as follows : First, a study to increase a practical use is required to achieve the purpose of the CSE. Second, it is necessary for CSE to be continuously executed. Third, a setting of a school evaluation organization is required for a systematic synthetic operation and relevance and a reliability security of the evaluation result. Fourth, several of an evaluation target school have it to be decreased. Fifth, it is necessary for contents to reflect a study accomplishment to be supplemented. Sixth, Reform of an evaluation model is required in order to win a limit to be exposed in an actual operation. Finally, a study to increase practical use of the evaluation result is required.
