조선후기 『警民編』의 再刊과 그 敎育的 活用

Republication and Its Educational Application in 『Gyeongminpyeon(警民編)』 for the Late Joseon Period

조선에서는 건국초기부터 국가 혹은 차원에서 교화서를 작성하여 보급하였으며, 16세기 초반 김정국이 만들었던 『경민편』도 그 가운데 하나였다. 이 책은 수령의 지방 통치에 필요한 내용을 풍부히 담고 있었는데 17세기 중반 西人 政府에서 재간행하였다. 이 사실은 개인이 만들어 활용했던 교화서를 국가 차원에서 보급하는 점에서 큰 의미를 지니고 있었다. 이 책은 황해도 지역이나 함경도, 제주도 등 유교적 문화가 그렇게 큰 영향을 끼치지 못하며 강력사건이 많이 발생하는 지역을 중심으로 보급되었다. 이 과정에서 朴世采와 같은 학자는 자신의 제자ㆍ친지들에게 이 책을 교육용 교재로 쓰기를 권하였다. 18세기 중반, 탕평정치가 본격화되는 시점에서 정부에서는 이 책을 지방의 面里 차원에서 향촌민의 교화서로 보급하려고 하였다. 공적 조직을 통하여 『경민편』의 내용을 교육하자는 취지였다. 『경민편』을 향촌민 교육에 활용하자는 정책적 지향은『牧民攷』 『牧綱』 등 18, 9세기에 만들어진 목민서에 반영되었다. 이들 책에서는 『경민편』을 학교 진흥과 풍속 교정을 위한 교재로 인정하고 활용하려 하였다. 한편, 『경민편』의 활용은 이 시기 상민들의 의식 성장에 많은 영향을 주었을 가능성이 컸다. 낮은 차원에서나마 유교규범을 익히는 것은 양반사대부들이 전유하던 유교적 人文世界에 들어가는 일이었는데, 『경민편』의 유교 규범을 익히는 과정에서 이들은 자신과 자신이 속한 世界를 보다 넓게 인식할 수 있는 힘을 키워 갔을 것이다. 조선후기 『경민편』 교육은 의도하지는 않았지만 그러한 문을 열었을 가능성이 농후하다.

The government republished 『Gyeongminpyeon(警民編)』 in the mid 17th century, which had been made by Kim Jeong-guk in the early 16th century. And, this fact had great significance in a sense that the national level supplies the educative book(敎化書), which had been made and utilized by an individual. This book was supplied centering on regions where Confucian culture has no great influence such as Hwanghae-do area, Hamgyeong-do, and Jeju-do, and where many homicidal cases occur. In this process, the scholar like Park Se-chae(朴世采) recommended his pupils to use this book as the teaching material for education. In the mid 18th century, at the point of time when Tangpyong(蕩平) theory is substantiated, the Seo-ron government tried to supply this book as the educative book of common people in the dimension of Myeon(面) and Ri(里) in region. It aimed to educate the contents of 『Gyeongminpyeon(警民編)』 through the public organization. The policy orientation of aiming to apply 『Gyeongminpyeon(警民編)』 to the education of the common people was recognized as the teaching material for the school promotion and the custom correction by Mokminseo(牧民書), which was made in the 18th and 19th century. Meanwhile, the utilization of 『Gyeongminpyeon(警民編)』 was highly possible of having had great influence upon the conscious growth in the common people in this period. What learns the norm of Confucianism even though being in the low dimension led to entering the Confucian cultural world, which was possessed exclusively by the gentry in the two upper classes of old Korea. These people might proceed with fostering power that can perceive more broadly self and the world, which is included self, in the process of learning the Confucian norm in 『Gyeongminpyeon(警民編)』 The education of 『Gyeongminpyeon(警民編)』 in the late Joseon has high possibility that might open such door even if having not been intended.
