초등학교의 ‘방과후 보육프로그램’ 평가

An Evaluation of 'the After-School Edu-Care Program' at Elementary School: Focusing on the Examination of Adequacy and Appropriateness with the CIPP Model

이 연구는 2006년부터 시행중인 초등 보육프로그램에 대한 운영 평가이다. CIPP평가모형을 개념틀로 충족성(adequacy)과 적절성(appropriateness)을 중심으로 검증함으로써 초등 보육프로그램 운영이 합리적으로 이루어질 수 있도록 기초정보를 제공하는 데 목적이 있다. 이를 위해 17개 초등학교의 보육프로그램 업무담당교사, 보육전담강사, 그리고 보육프로그램 이용 학생의 학부모 638명을 대상으로 모니터링을 실시하였다. 연구 결과 초등 보육프로그램은 도입상황, 투입요인, 예산ㆍ인사 및 프로그램 운영과정, 산출 측면에서 충족성과 적절성을 대체로 만족시키는 것으로 나타났다. 비록 현재 운영되고 있는 초등 보육프로그램이 일정수준의 충족성과 적절성을 확보하고 있지만 일부 지적되는 문제점을 해결하기 위해서는 프로그램 공급자간, 공급자와 수요자간 합의와 발전을 위한 노력이 수행되어야 한다. 프로그램의 성공적인 정착은 여성의 사회참여 문제, 청소년 문제 등의 사회문제 해결과 교육복지 실현에 기여할 것이다.

The purpose of this study is to provide basic information to help effective operation of the edu-care program by examining the adequacy and appropriateness of the edu-care program. Program monitoring method based on the conceptual framework of CIPP evaluation model was carried out to teachers, instructors, and parents who are involved in the edu-care program. The study found that the edu-care program meets the adequacy and the appropriateness on context, input, process and product. Although the edu-care program reaches a certain level of Adequacy and Appropriateness, there are some problems and requirements for better operation. The efforts for agreements and development between program providers and recipients are the most important among them. The successful establishment of the program will help to solve social programs such as the questions of women social participation and juvenile problems, and to realize educational welfare.
