Policy Network Analysis of the Health Policy Decision Processes in Korea

It is widely held that the concept of policy network analysis is of central importance in analysing and understanding the continuity and change of policy process. In this paper, in order to explore this view, policy network theories were examined from the initial Rhodes model that emphasizes the usefulness of the concept of policy network to the Marsh and Smith’s dialectical approach, which evolved as a response to the criticisms and the vulnerable points of existing approaches. Then, the case of Korean health policy process was analysed in terms of the dialectical approach for the purpose of seeking the possibility of explanation for the current Korean health policy process by the dialectical approach.
