A Study on the Compensation System for Victims of Crime

The crime victim compensation is to have the government reimburse the crime victim directly for damages caused by crime. Since the compensation system for victims of crime was introduced in Korea, this system has been criticized for the excessive limits on eligibility requirements and the small amount of compensation. As a result, various attempts have been continually made to mitigate the requirements for payment and increase the amount of compensation. Nevertheless, according to the news report, the budget for crime victim compensation did not execute properly in the fiscal year 2012. This is really an unexpected result on the basis of earlier studies that claim a drastic budget increase to give substantial aid to crime victims. What we need at the moment that crime victim compensation system has been operating for 26 years under existing law is to understand the current status of system’s operation and explore the developmental direction for system. Therefore, after considering the crime victim compensation of advanced countries and analyzing the current situation of korean compensation system management, this paper attempts to propose solutions for improvements of our compensation system for victims of crime.
