A Study on Development of the Check-off Fund Program of the Flatfish Farmers Organization

This study aims to analyze farmers' organization on the Korean flatfish aquaculture check-off program and to explore strategies to induce farmers to actively participate in the program. In order to achieve the objectives, it has been conducted with three major components. First, it investigated the currents and structural characteristics of Korean flatfish farmers organization. Second, based on the theoretical review of check-off programs, it explored factors to influence the stability of the program. Lastly, it evaluated how the Korean flounder farmers organization check-off program has been managed since its inception of 2008 and identified the hurdles and weaknesses associated with the inflows and outflows of the fund in the flatfish aquaculture check-off program. The research suggests that it is needed for strengthening of the flatfish farmers organization for check-off program to enhance communication with stakeholders, including farmers' delegates, distributors, exporters and authorities concerned. This suggestion is made based on the observation that the payment rate of the check-off fees was lack. The research also suggests that establishing a periodical roundtable participated by stakeholders may be helpful to enhance communication with each other
