신변보호경비원의 자질검증 강화를 위한 신변보호사 자격제도 개선방안 연구

A Study on Qualification System for Qualities Verification of Personal Protection Guards: Focused on 'SINBUNBOHOSA'

본 글은 신변보호경비원에 대한 자질 및 능력요인을 사전에 검증할 수 있는 제도적 방안으로 도입된 신변보호사 자격제도의 운영현황, 문제점을 고찰하여 보고 향후 안정적이고 발전적인 운영방안을 모색하는 데 논의의 초점을 두고 있다. 신변보호경비원의 자질검증이나 향상이 효율적으로 이루어지기 위해서는 다음과 같은 점들이 강화되어야 한다. 첫째, 자격제도의 운영ㆍ관리체계의 체계통일성을 확보하고, 외부 전문가의 참여를 확대하여야 한다. 둘째, 일반인들에 대한 홍보 등을 강화하고 유인요인으로서의 제도적 지원책을 강구하여야 한다. 셋째, 관련 교육훈련프로그램과의 연계성을 강화하여 자격제도 본래 목적인 자질검증과 향상에 좀 더 부합되도록 하여야 한다. 이러한 자격제도에 대한 주장이 신변보호경비원의 자질과 능력 향상의 모든 것을 해결할 수는 없지만 최소한의 기준을 제시하고 기본적인 자질과 능력을 담보하는 데에는 매우 중요한 역할을 할 것이다. 다만 신변보호사 자격제도와 관련한 노력들은 주관기관만의 관심사는 아니며, 정책적 차원에서의 법적 뒷받침과 민간경비산업계의 적극적인 노력이 결합되어야 소기의 성과를 창출할 수 있다는 것을 인식하여야만 한다.

This article is focused on exploring a successful operating plan about qualification system for Qualities verification of personal protection guards. Qualities verification and improvement of personal protection guards to take place efficiently, the following points should be strengthened. First, the operation and management system of qualifications shall supplement. The same time, the involvement of external experts should be expanded. Second, it should be taken to broaden the participation of the public in order to promote and strengthen institutional support. Third, it's be strengthened to linkages with various training program. Finally, this article claims can not be resolved to improve the qualities and capabilities of personal protection guards. Minimum standards, however, will be able to present the line.
