재난관리의 효율화 방안에 관한 연구

A Study on enhancement of Emergency Management -Focus on Gumi City Hydrofluoric Acid Accident-

본 연구는 구미 불산 누출사고는 산업화에 따른 인적재난의 제반문제점을 내포하고 있고, 지난 몇 번의 위해화학물질사고의 안이한 대처와 시정이 지연되고 있는데 대한 경고의 의미를 갖는다. 사고자체의 원인과 문제점 분석에 해결책이 있다하기 보다는 안전관리 체계를 구성하는 요소들의 사회적 환경개선 방안을 강구하고자 한다. 우리나라의 국가적 재난대응체계의 문제점을 살펴보고 이를 개선하기 위한 효율적인 재난관리 방안을 제시하였다. 첫째, 안전에 대한 총체적인 국민의식이의 계몽되어야 한다. 공공재로서 안전은 소중한 모두의 자산이라는 관점을 업체, 기관, 정부, 모든 국민들이 수용하여 실천하여야 한다. 둘째, 법령, 제도개선은 부단히 변화하는 환경에 적응하여 수정ㆍ보완하여야 한다. 셋째, 조직이 힘을 발휘할 수 있도록 기능을 보강하고, 소요되는 예산을 정확히 배정하여야 한다. 넷째, 위해물질이 많은 산업단지를 위주로 지방의 재난관리 체계를 정비하여야 한다. 따라서 첨단 장비 및 물자, 정보체계의 구비, 응급체계 등 재난관련 기반조건을 중앙에서 모델을 설정하여 지원하여야 한다. 다섯째, 복구능력을 최대한 발휘하여 피해의 확산을 예방하고, 인적, 물적 피해에 대한 신속한 보상으로 정상적인 생활환경을 조성하도록 지방 및 중앙정부, 그리고 민간단체의 지속적인 지원이 이루어져야 한다. 이제는 현실을 정확히 평가하여 미래를 위해 앞서 제시한 재난관리의 효율화 방안을 반드시 실천해야 한다.

Fourth, Emergency management system of local government is should be maintained by Industrial Complex Fifth, Local and Central Government, and NGO'S should be made Unleash the ability to recover and to prevent the spread of damage. Now, face reality, and for the future, presented above, the efficiency of emergency management plan should be sure to practice.
