델파이 분석을 활용한 경찰공무원 채용시험의 개선방안

A Study on Development of Police Employment Test using Delphi Technique

최근 급격한 경찰행정수요의 질적ㆍ양적인 변화는 필연적으로 경찰행정의 전문화와 서비스제공자로서 경찰공무원의 자질향상문제의 해결이 당면과제가 되고 있다. 2012년 12월 24일 국무회의에서 고졸자의 공직 임용기회의 확대라는 취지로 2014년 순경 공개경쟁채용시험부터 고등학교 과목인 국어, 수학, 사회, 과학을 추가되는 개정안이 통과 되었다. 채용시험은 지원자들의 능력을 깊이 있게 평가하여 유능한 인재를 선발하여 조직구성원으로 확보하는 과정을 의미한다. 이와 같은 일련의 과정은 해당 조직이 필요로 하는 인재를 선발하는 직접적이며 매우 중요한 일이기 때문에 시험과목의 적절성이 무엇보다 중요하다. 따라서 이 연구에서는 경찰 채용 시스템에 대하여 이론적 배경과 선행연구를 고찰하고 경찰 교육 전문가 및 경찰 공무원을 대상으로 델파이 기법으로 설문 조사를 시행하였다. 설문은 총 3차에 걸쳐 시행하였으며 1차 설문은 3개 문항에 대한 개방형 질문으로 자유롭게 답하도록 하고, 설문에 대한 응답을 유목화 하여 빈도수로 정리하였다. 2차 설문은 서술형 문항으로 구성된 1차 설문지의 답변을 근거로 3개 영역으로 Likert 5단계 척도를 사용한 질문으로 구성하였고 각 문항에 대한 평균값 및 표준편차를 산출하였다. 3차 설문은 2차 설문 응답 결과의 항목 중 중요도가 높게 선정된 항목들에 대해 우선수위를 선정하는 질문으로 구성하였고, 우선순위에 따라 빈도수로 정리하였다.

The rapid qualitative and quantitative changes in the demand for administrative practice of the police inevitably pose challenges of specializing police administration and improving competency of police officers as service providers. The Cabinet council amended 「Act on Appointment of Police Officer」 in December 24, 2012. For the past few decades, police agencies have reformed constable employment examination and police examination courses multiple times. The theoretical backgrounds of police employment system and previous studies were reviewed and a survey using Delphi was performed on police educational professionals and police officers. The survey was conducted three times. In the first survey they were asked to answer the three open questions freely and the answers were itemized and classified by frequency. The second survey was composed of three areas based on the answers of the first survey. They were asked to answer the questions using 5 stages Likert scale and then the average and standard deviation were calculated for each question. The third survey was composed of the questions to set the priority of the items that were proven highly important in the second survey. The priority answers were arranged according to the frequency.
