Secret of the Dilemma -Constable Constable and Principles of the Subjects Indicated-

이 연구는 노무현 전 대통령 경호실패 사례에서와 같이 경호대상자의 지시와 경호원의 판단의 대립될 때 현장에서 종사하고 있는 경호원이 어떻게 대처하고 있는가를 알아보고자 하였다. 이러한 연구의 목적을 달성하기 위하여 공경호 종사자 50명을 대상으로 심층면담을 실시하였고, 최근에 개발된 Nvivo 8을 활용하여 최종 4개의 범주가 도출되었다. 도출된 범주로는 경호원의 판단, 경호대상자의 판단, 경호대상자 심리인지의 긍정적 작용, 경호대상자 심리인지의 부정적 작용이었다. 연구결과 경호원의 판단이 우선 시 되는 요인은 ① 경호대상자의 이상심리 발견 34(47.8%%), ② 경호대상자의 이상심리 증상 발견 21(29.5%), ③ 경호의 원칙 준수 5(7.0%) 순으로 나타났으며, 경호대상자의 판단이 우선 시 되는 ① 책임 소재의 문제 25(49.0%%), ② 조직문화의 문제 15(29.4%), 순으로 범주화되었다. 둘째, 경호대상자 심리의 인지를 통한 경호대상자의 지시와 경호운용구분의 긍정적 작용요인은 ① 경호대상자의 편의성 향상26(38.8%%), ② 예비와 대비능력의 향상 41(61.1%) 순으로 나타났으며, 부정적 작용 요인은 경호 공백의 발생 21(100%)으로 나타났다. 연구결과를 종합하여 보면 경호원의 판단이 우선 시 되어야 하는 대표성은 경호대상자의 이상심리발견이고, 경호대상자의 지시가 우선되어야 하는 대표성은 책임소재의 문제이었다. 또 경호대상자의 심리를 인지하여 지시와 경호운용을 구별한다면 경호대상자의 편의성의 향상이 가장 큰 것으로 나타났으며, 이에 너무 치우지게 된다면 경호공백이 발생할 수 있다는 결론을 도출하였다.
