학생보호인력 교육훈련 전문성 향상 방안

An Improvement of the Professionalism of Student Protective Manpower's Education and Training

본 연구는 학생보호인력에 대한 교육훈련 전문성 향상방안을 제시하는데 그 목적이 있으며 그 방안은 다음과 같다. 첫째, 학생보호인력에 대한 교육훈련 프로그램의 전문화이다. 이 연구에서는 민간경비원의 교육훈련과 그동안 실시한 학생보호인력의 교육훈련을 기본으로 학생보호인력의 교육훈련 프로그램을 제안했다. 학생보호인력 교육 프로그램의 안은 이론과 실무로 구분된다. 이론은 법과 인성이 포함되며, 법은 형법, 학교폭력 예방 및 대책에 관한 법률 및 시행령, 학생인원조례 등이 포함된다. 인성은 직업윤리, 초ㆍ중ㆍ고등학생들 특성을 고려한 친절교육, 실무자 초청강연 등이 포함된다. 실무는 상담과 범죄예방이 포함된다. 상담은 발달심리학의 이해, 청소년 상담요령 등, 학교폭력 예방교육, 성차별 예방교육, 장애차별 예방교육, 학교폭력상담사례 발표 등이 포함된다. 범죄예방은 범죄예방론, 화재대처법, 응급처치법, 호신술, 비상상황 조치요령, 매뉴얼에 따른 근무요령, 신체폭력, 금품갈취, 괴롭힘, 따돌림, 언어폭력 등 폭력유형별 대처요령 등이 포함된다. 둘째, 학생보호인력이 학생보호와 학교안전을 위한 인적자원으로 성장하기 위해서는 학생보호인력의 법률화, 학생보호인력의 적합한 채용기준의 마련, 학생보호와 학교안전을 위한 기관들과의 협력의 필요, 학생보호인력을 전문 인력 양성 및 교육할 수 있는 기관들과의 체계화가 필요하다. 이와 같은 연구문제를 해결함으로써 학생보호인력의 교육훈련 전문성 향상의 필요성에 대한 인식을 높이는 계기를 마련하고 학생보호인력의 추후 연구를 위한 교육적 기초자료를 제공할 것이다.

The purpose of this research is to suggest improvements of the professionalism of student protective manpower's education and training and the measures are as follows. The first is to specialize education and training program for student protective manpower. This research suggested education and training program of student protective manpower based on the education and training of private guards and education and training programs of student protective manpower, which have been conducted until now. The ideas of student protective manpower's educational program are divided into theories and practices. The theories include laws and personalities and the laws include criminal laws, laws and enforcement of school violence prevention and measures, student human rights ordinance, etc. The personalities include vocational ethics, kindness educations considering the characteristics of elementaryㆍmiddleㆍhigh school students, hands-on-worker inviting lectures, etc. The practices include counsels and crime prevention. The counsels include understanding of development psychology, adolescent counseling tricks, school violent preventive education, sexual discrimination preventive education, disability discrimination preventive education, presentation of school violence counseling examples, etc. The crime prevention includes crime prevention, ways to cope with fire, emergency first aid, self-defense marital art, emergency situation coping tricks, working tricks by manual, coping tricks by violence forms such as physical violence, extortion of money and other valuables, teasing, bullying, verbal violence, etc. The second is to education and training institution must be systematized so that student protective manpower can be grown to human resources for student protection and school safety. To achieve it, student protective manpower system must be legalized, proper standard of recruitment must be prepared, cooperation with institutions must be promoted for student protection and school safety and systematize education and training institution of student protective manpower. By solving those research problems, the opportunity of raising awareness about the necessity to improve the professionalism of student protective manpower's education and training will be prepared and educational data base will be provided for future researches of student protective manpower.
