치안대응력 제고(提高)를 위한 지역경찰활동

Regional Policing for Raising up Correspondence Ability of Citizens Safety

경찰활동과정에서 발생하는 각종 사건ㆍ사고나 신고ㆍ요청 등에 대한 경찰의 대응력(對應力) 제고(提高)는 중요한 문제이며 이를 위하여 먼저 강조되어야 하는 것은 지역사회와의 협력이다. 그동안 경찰은 대응력 제고를 위해 많은 노력을 기울여 왔다. 그럼에도 불구하고 국민들의 불만족은 일부 분야에서 여전히 존재하고 있다. 국민들의 불만족을 해소하고 대응력을 제고하기 위하여 경찰은 지역사회의 협력과 공감대 형성을 기본으로, 제공 가능한 정보는 널리 알려 주민의 관심과 참여를 유도하고, 지역특성에 맞는 프로그램 등을 적용하여야 한다. 치안 대응력 제고를 위한 지역경찰활동과 관련하여 지역의 특성에 따른 조직구조와 인력배치, 근무유형의 개선과 함께 직무태도의 변화도 고려되어야 한다. 일상적 정보전달 수단이 된 각종 시스템과 매체를 이용하여 주민들에게 관련정보를 제공하며, 경찰활동이나 정부 정책 등에 대한 여론과 의견을 전달받을 수 있는 수단으로도 활용해야 한다. 치안대응력 제고를 위한 지역경찰의 근본적인 자세는 국민을 섬기고 국민을 위해 봉사하는 고객 중심으로의 사고(思考) 전환과 구성원 개개인의 태도변화라고 할 수 있다. 효율성과 능률성, 형평성을 고려한 경찰의 대응과 공손하고 예의 바른 경찰활동, 주민을 존중하고 주민의 만족을 위한 각종 일반 서비스의 병행은 경찰조직 전체에도 긍정적인 영향을 미칠 것이다. 본 연구에서는 치안대응력 제고를 위한 지역경찰활동 방안을 제시하고자 한다.

Raising up police correspondence abilities for various accidents of our surroundings in process policing is very important and for this, especially emphasized thing is cooperation with community. Residents concerns and participation were led with providing information for regional cooperation and making consensus of policing and suitable programs etc to regional traits must be exploited and applied. Police structure, police disposition, police service formation and change of police service attitude according to regional traits in relation to regional policing must be considered. Related informations are supplied to residents using various medias of general method of information transfer and must use as a transferable method of public opinion for police activities and government policies. Basic attitude of regional police for raising up correspondence of police can be said idea change as centering police customers serving for people and attitude change of each police. Police correspondence considered the utility factor, efficiency, equity, police activities as kindly manner and doing various average service for respect and satisfaction for residents will affect positively for entire police organization. This research is going to suggest regional policing ways for raising up police correspondence ability.
