여성안전 방범서비스를 통해 본 민간경비와 공공기관의 협력에 관한 연구

A Study on the Cooperation of Private Security and Public Institution through the Crime Prevention Service for Woman

최근에 여성 단독 가구가 증가하고 여성으로만 구성된 가구 및 여성이 세대주인 한부모 가구가 증가하고 있다. 이러한 가구들은 범죄에 취약하며 특히 범죄에 대한 두려움과 불안이 다른 가구들에 비해 더욱 크다고 할 수 있다. 또한 이들은 경제적 형편이 좋지 못하기 때문에 범죄를 예방하고 두려움과 불안감을 해소하기 위한 조치를 취하기 어렵다. 이에 서울시는 여성의 안전을 지키기 위해 2013년 4월에 '홈 방범서비스'를 실시하였다. 서울시는 민간경비업체와 협약을 체결하여 방범서비스 등을 저렴한 가격에 제공하게 되었다. 이후에 수원시와 광명시도 서울시와 유사한 '싱글우먼 하우스케어 서비스'를 실시하였다. 또한 경찰청은 '여성가구 홈 안심서비스'를 제공하기로 하였다. 지방자치 단체와 경찰청이 민간경비와 협력하여 범죄에 취약한 계층인 여성들을 대상으로 방범서비스를 제공하는 것이다. 그동안 공공기관과 민간경비의 협력에 대한 논의가 있어왔지만 실제로 이와 같은 협력을 한 사례는 많지 않다. 이런 점에서 매우 의미 있는 정책이라 할 수 있을 것이다. 아직은 여러 문제점을 가지고 있지만 이를 보완해서 발전시키면 큰 효과를 발휘할 것으로 보인다.

And fear of crime is bigger than any other households. In addition, they are hard to take the measures about crime prevention and fear of crime. The Seoul government has instituted 'Home Crime Prevention Service' in April 2013. It serves crime prevention service at lower price through making a cooperation with private security industry. The Suwon governmet and the Gkangmyeong government has instituted 'House Care Service for Single Woman'. The National Police also has instituted 'Home Relief Service for Femalehousehold'. Local government and Police serve crime prevention with women who are weak to crime through the cooperation of private security industry. Actually there have been few cases about that. Therefore this is a very meaningful policy. There are many problems. But if they compensate the defect, the program will be effective.
