학교안전을 위한 '배움터지킴이' 제도의 문제점과 개선방안

A Study on Problems and Improvements of Learning Center Protection System for School Safety

학교에서의 안전이라는 것은 우리 어린이들과 청소년들에게 필히 제공되어져야 한다. 하지만 지금의 학교에서는 안전사고, 학교폭력, 집단폭력, 성범죄, 왕따 등과 같이 우리아이들이 안전이 확보되지 않은 학교에서 대부분 학습을 하고 있다. 하지만 최근 들어 청소년비행에 대한 사회적 우려가 커지고 있고 이러한 청소년들에 의한 범죄가 '저연령화', '재범화', '성범죄' 등의 추세로 변화되는 등 학교에서 학습을 해야 하는 학생들에 의한 범죄가 갈수록 조직적으로 변화되고 있다고 볼 수 있다. 이처럼 최근 대중매체를 통해서도 알 수 있듯이 학교안전에 대한 많은 문제들이 계속 발생하고 있다. 학교폭력, 왕따, 금품갈취, 성범죄 등 많은 범죄들이 발생하고 있는 곳이 학교라는 경각심을 일으키게 되었다. 이러한 문제들을 해결하기 위해 배움터지킴이제도를 실시하여 학교안전활동에 긍정적인 영향을 미치게 되었다. 하지만 배움터지킴이의 다양한 제도적인 문제들로 인해 학교안전에 다시 빨간불이 켜져 있는 상황이다. 따라서 학교안전을 위해 배움터지킴이제도의 문제점을 파악하여 다음과 같은 방안을 제시하였다. 첫째, 배움터지킴이를 위한 전문교육기관을 설립하는 것이다. 둘째, 배움터지킴이와 관련된 전문자격제도를 도입해야 될 것이다. 셋째, 배움터지킴이의 효율적인 근무를 위해 인원을 증가하는 것이다.

It is a must that the safety of students at school should be guaranteed. However, it is common that students are now learning at school without their safety secured at risks of being exposed to safety accidents, school violence, group violence, sexual crime and ostracism. In addition, there is increasing a social concern about juvenile delinquencies, and juvenile crimes are committed by even younger ones, and even juvenile re-offenders and juvenile sexual crimes are increasing, too. All these show that juvenile crimes are nowadays committed in an organized ways. As reported by the mass media, lots of problems are continually occurring at school. It raises our awareness that violence, ostracism, money-robbing, sexual crimes, etc. are committed at school. So, the 'Learning Center Protection' system to solve such problems came to have a positive effect on the safe activities of students at school. However, because of various systematic problems of the Learning Center Protection, a red light is on the safety at school again. Therefore, this study presented the following methods by grasping the problems of the Learning Center Protection system for the safety at school. First, an expert education institution for the Learning Center Protection should be established. Second, an expert qualification system for the Learning Center Protection should be adopted. Third, the staff members of the Learning Center Protection should be increased for efficient service.
