민간경호원의 위기대응능력 향상을 위한 교육시스템 발전방안

A Study on Development measures of Training System for Crisis Reaction Capability of Private Security Personnel -Focussed on Security Service Martial Arts-

본 연구는 문헌연구와 경호무도 관련 전문가들을 대상으로 한 심층면담을 통해 현 신변보호업무를 수행하는 민간경호원을 중심으로 경호무도교육의 실태와 문제점을 살펴보고, 민간경호원의 업무수행능력 향상을 위한 경호무도의 체계적인 교육 시스템에 대한 발전방안을 제시하는 것이 목적이다. 5년 이상 경호무도 관련 전문가 6명을 심층면담하고, 면담 내용을 범주화 한 결과, 최종적으로 세 개 영역에서 총 8개의 주제가 도출되었으며, 이러한 연구 결과를 토대로 하여 경호무도교육의 발전방안을 제시하면 다음과 같다. 첫째, 신임교육 시간 중 경호무도 과목에 대한 시간 비중을 대폭 늘려야 한다. 둘째, 무도교육의 직무교육을 현실화 시키고 소관부처의 감독 역량을 높여야 한다. 셋째, 경호무도 검정시스템을 제도화하여야 한다. 넷째, 첨단 테러장비에 대한 분석을 통한 경호무도 수련 기법에 대한 연구도 꾸준히 이루어져야 한다. 다섯째, 전문적ㆍ체계적인 경호무도교육훈련 프로그램의 개발과 경호무도 교육전문가를 배출하여야 한다. 마지막으로 산학협력 체계 구축방안으로서 경호무도가 자격제도와 연계될 때 더욱 발전할 수 있다.

The most important element in the Martial Arts training of bodyguards will require the ability to cope with the crisis. The purpose of this study is to consider the improvement measure of the education system of Secret Service Martial Arts using in-depth interview. In this study, 8 topics of 3 categories were deducted through in-depth interview with 6 experts related security service Martial Arts and the research result is proposed as follows. First, the training time for martial arts classes should be increased significantly. Second, The task education should be actualized and the ministry and office concerned should concentrate ability of supervision. Third, the examination system of security service Martial Arts should be institutionalized. Fourth, The research of secret service Martial Arts training techniques should continue through analyzing advanced equipments. Fifth, the security service Martial Arts training master should be produced in company with developing training program. Finally, the security service Martial Arts linked certification will come a long way with Business and Academic Cooperation system.
