한국 경호기관의 조직개편과 기법전환

Restructuring of the Organization, and the Korea National Security Conversion Techniques

이 연구는 국내에서 대통령과 같은 국가요인 경호의 시대적 요구와 변화를 탐색적으로 살펴보자 하였고, 이러한 목적을 달성하기 위하여 대통령경호실과 서울지방경찰청에 근무하고 있는 경호현장 종사자 45명을 대상으로 현장연구를 수행하고, 최근에 개발된 Nvivo 8을 활용하여 분석하여 그 결과를 논의하였다. 연구결과 경호기관의 시대적 변화는 방향은 경호통합부서 마련의 필요성, 외부 전문인력 영입의 필요성, 경호기관의 이원화 유지, 인사행정 1이 주요 패러다임으로 나타났으며, 경호기법적으로는 경호기법선정의 유연성, 내재적 위협으로부터의 경호기법개발, 현장 경호매뉴얼의 필요성등 인 것으로 도출되었다. 이에 따른 논의를 종합하여 보면 현재 대통령경호실과 경찰의 이원화된 경호기관 체제에서 단일화된 경호통합부서 설치의 필요성과 실효적 타당성에 관한 의견이 각각 제기되었고, 경호기법의 변화의 방향은 부드러운 경호기법으로 유연한 현장운용의 필요성에 따른 논의가 필요한 것으로 보인다.
