핀란드의 대학 교육활동 재정지원 사업의 특징과 시사점

A Case Study on the Finnish Financial Supporting Program for Higher Education -A Case of'High Quality Unit of Higher Education'Program-

핀란드의 고등교육 분야에서 교육활동의 질 개선 및 수월성을 높이기 위한 재정지원 사업의 특징을 밝혀 그 시사점을 도출하는 것이 본 연구의 목적이다. 이를 위해 본 연구에서는 핀란드 대학 재정지원 사업의 구조와 현황에 대해 살펴보고, 그 중에서 '고등교육 교육수월성 우수센터 사업'을 선정하여 사업의 배경, 사업 집행, 사업 성과 및 효과 등 세 측면에서 그 현황과 특징을 분석하였다. 핀란드 '고등교육 교육수월성 우수센터 사업'에 대한 분석을 토대로, 우리나라 고등교육 분야 재정지원 사업에 주는 시사점을 도출하였는데, 1) 평가기관의 독립성 및 안정성, 2) 심사 준비 및 과정의 간소화, 3) 평가 과정의 투명화 및 교육 효과 추구, 4) 학생 평가위원 참여, 5) 국제적 기준에 의한 심사, 6) 지속적인 지원체제 마련 등이 주요 시사점인 것으로 나타났다.

The purpose of this study is to explore the characteristics of the Finnish financial supporting program for higher education and to get the hints from them. For those purposes, I investigated the structure and trends of Finnish financial supporting system for higher education. And I also analyzed the characteristics of the program on 'High quality unit of higher education' based on background of this program, the implementing process of this program, and the results and effects of this program. I have some hints for Korean financial supporting program for higher education: We need to keep the independence and the stability of evaluation agency. We have to simplify the preparation and the process of evaluation. We need to make the process of evaluation become transparent. Students also have to participate in the committee of evaluation. We need to introduce international standards of evaluation. We have to get the continual supporting system for higher education.
