해외 유력 연구중심대학 순위평가

Research University Rankings Revisited -Implication to Korean Ranking Metrics-

해외유명 대학순위평가의 대부분은 연구중심대학의 대학원 평가이고, 학부를 평가할 경우 이와 다른 평가도구를 사용한다. 이에 비해 국내 대학평가는 연구중심 대학, 전환 중에 있거나 전환 전의 대학을 구별하지 않으며, 학부와 대학원을 통합하여 평가하고 있다. 본 연구는 해외 유명 대학평가를 학부와 대학원 평가로 양분하여 각 평가 도구를 고찰하고 국내언론사 평가에 주는 시사점을 도출하였다. (1) 학부교육의 질을 강조하는 학부평가와 연구 성과 위주의 대학원 평가를 구별해야 한다. (2) 학부평가 시 대학의 특성을 고려하여 특성집단 별로 평가해야 한다.

World famous rankings mainly consider and evaluate research universities focusing on graduate school, and they employ different ranking metrics when evaluating quality of college education. In contrast, Korean rankings evaluate college education and graduate school performance as one unity, and employ one specific metric to rank all universities without grouping considering different features such as the level of development towards research university, the focus on college education and the size and league of university(national or regional). This study categorizes world famous rankings into two(graduate school rankings and college rankings) and reviews each evaluation structure systematically to derive implications to Korean rankings. First, the ranking metrics need to be transformed into two: one measuring quality of college education and the other measuring research and other performances of graduate school. Second, college evaluation should be done within the same group after grouping all universities into national research universities, national colleges(focusing on college education), regional universities, and regional colleges, for example.
