A Search-Matching Approach to Youth Unemployment

본 논문은 청년실업에 대해 탐색-매칭모형을 이용하여 접근-분석한다. 주요 결과로서 본 균형모형을 통해 청년실업을 설명하려면 무엇보다 구직 시 청년층의 높은 (期待)所得이 전제되어야 함을 보였다. 이는 취업 시 받는 임금에 비해 실업수당을 포함한 실업소득이 높아, 구직률이 높음에도 이직률이 더 높아 실업률이 높음을 의미한다. 탐색-매칭모형 맥락에서의 시사점으로 청년실업자의 소득보존보다는 구직확률을 제고하고 이직확률을 낮추는 보다 근본적 문제에 초점을 두어야 한다는 점을 들 수 있다.

Using the search-matching framework, we analyze youth unemployment. We show that in order to account for youth unemployment through the lens of search-matching models, such models require a sufficiently high income during their unemployment, suggesting that part of the reason for unemployment is on the supply side in nature. The resulting policy implication is that rather than income maintenance for the unemployed youths, we need to focus more on both raising job finding rates and reducing job turnovers.
