1. CONTENTS (1) RESEARCH OBJECTIVES The purpose of this thesis is to identify issues arising from implementing property development projects based on project financing through Public-Private Partnership (2) RESEARCH METHOD I firstly identified issues and difficulties arising during different stages of execution of public-private partnership-based property development projects by examining previous case studies and survey of the experts. The analytic network process (ANP) was used in order to be able to take into account the relativity among indicators in the importance analysis. (3) RESEARCH FINDINGS A total of 18 issues were identified throughout the different phases of tender and evaluation, SPC establishment, negotiation of project implementation plan, and execution of project implementation plan. 2. RESULTS The issues that requrre policy and system improvement as identified through the analytic network process are as follows : 1. The basis of the property development projects should be changed from sale-oriented one to long-term rental-oriented one. 2. Policy improvement needs to be made on the issues that lead financial investors to risk avoidance or passive participation. 3. Seeking excessive profit by the private sector in operating projects should be discouraged. 4. Excessive land price and point distribution system should be improved. 5. Maximum ceiling system of sale price of apartment should be improved. 6. The monopoly of major construction companies should be addressed. 7. The conflict of interest between public sector projects and private-sector projects needs to be addressed.
