정부의 중소기업 기술개발사업 효율성에 영향을 미치는 요인에 관한 연구

Analyzing the Influence Factors on Efficiency of Government-sponsored R&D Projects for Small and Medium Enterprise

본 연구는 정부연구개발활동의 효율성에 영향을 미치는 요인을 밝히고 정부연구개발사업의 효율성 개선을 위한 정책적 시사점을 제시하는 것을 목적으로 한다. 이를 위해 우선 정부의 중소기업 연구개발과제의 투입 및 산출변수를 측정하여 DEA모형을 이용하여 연구개발 효율성을 고찰하고 비모수 분석 방법인 Mann-Whitney 검정을 활용하여 효율성의 차이를 설명하는 요인을 실증 분석하였다. 분석결과 기업의 일반특성(연혁, 규모)은 연구개발 효율성과 관련이 없으나 기업의 연구개발 특성(지식보유건수, 연구집중도, 정부지원비율)은 연구개발 효율성에 영향을 미치는 것으로 나타났다. 또한 개발 기술의 수준은 연구개발 효율성과 유의미한 관계가 없는 반면 기술의 유형에 따라 유의한 차이가 있는 것으로 나타났다. post-DEA분석을 수행하여 연구개발 효율성에 영향을 미치는 요인을 탐색적으로 찾아보고, 중소기업 국가연구개발사업의 효율성 제고를 위한 관리방안을 제시했다는 점에서 기존 연구와 차별화된다.

The purpose of this paper is to investigate the major factors causing technical efficiency of GSP(government-sponsored R&D project) and provide policy directions for improving the efficiency of the R&D investment in small and medium enterprise. This study estimated the efficiency of GSP considering the technological outcomes, using DEA(Data Envelopment Analysis) and used the Mann-Whitney Test to investigate the characteristics of governmental R&D investment. Results show that firm age and size have no significant relationship with efficiency of the GSP but intellectual property right, R&D intensity and ratio of public subsidy on R&D budget significantly influences the technical efficiency of GSP. We also find that technology novelty has no significant relationship with efficiency of the GSP but type of technology has strong significant relationship. Unlike most previous studies, this study is implemented to assess the efficiency of GSP for small and medium enterprise using post DEA analysis and expected to contribute investigating the major factors causing technical efficiency of GSP and exploring the more efficient way of GSP management.
